Houston is governed by a Mayor and City Council. The Council is comprised of 16 members, 11 representing districts A through K and 5 at-large, representing the whole city. Except for holidays, the Mayor and Council meet weekly on Tuesday at 1:30 p.m. to hear public speakers and on Wednesday at 9 a.m. to conduct business.
You can speak to the Mayor and Council during the time allotted for speakers from the public on Tuesday starting at 2 p.m. Call or email the City Secretary’s office by 3 p.m. Monday before the Tuesday you want to speak. You need to provide your name and address, whether you wish to speak on an agenda item or a non-agenda item, your topic, and whether you want to speak for 1, 2, or 3 minutes. Shorter-time requests go to the head of the first-come, first-served line. Be prepared to wait. You will not be guaranteed a time slot in advance.
The 311 Houston Service Helpline should be contacted for city issues of a non-emergency nature, including sewer concerns, pothole problems, and neighborhood complaints. Houstonians can call 311 and speak to trained agents. Residents can also access this service via e-mail at 311@HoustonTX.gov. A Self-Service Request (SR) form is available online at www.houston311.org or by using the 311 smartphone app.
