Frostwood is a community of 360 homes located in the Memorial area of West Houston. Frostwood is in Spring Branch ISD and is zoned to Bunker Hill and Frostwood Elementary Schools, Memorial Middle School, and Memorial High School. The map below shows the community boundaries. The Frostwood Community Improvement Association was incorporated in 1960 as a non-profit corporation under the laws of the State of Texas.
A key function of the Frostwood Community Improvement Association is managing property improvements. The Association is governed by a Board of Directors elected by our homeowners and supported by RealManage, a professional property management firm. Each homeowner is assessed a mandatory maintenance charge based on the square footage of their lot. The current maintenance charge is $0.027 per square foot. This equates to a Mil Rate of 27.
Frostwood has a comprehensive set of Deed Restrictions. These Deed Restrictions, last updated in 2010, lay out the guidelines for the community. and govern what homeowners can, cannot, or must do with respect to their homes. Exterior changes require pre-approval.. this approval is provided by the Architectural Control Committee (ACC), volunteer homeowners appointed by the Board.
Frostwood is part of the city of Houston and receives Houston police protection. Additional security patrols are provided by the Harris County Precinct 5 Constable’s Office, the cost of which is covered through the mandatory annual maintenance assessment. The Constable is under contract with a group of neighborhoods led by Fonn Villas.
First Tuesday (formerly Frostwood Women's Club) is open to all Frostwood women and women from surrounding neighborhoods. new members are always welcome. Meetings are held the first Tuesday of the month, September through May, and with a few exceptions, are held in members' homes.
Texas Pride Disposal provides garbage and recycling pick-up service for a fee to each homeowner. The city helps keep homeowner costs low by paying a subsidy to the Association for this private pick-up; the benefit to the city is minimizing municipal costs by eliminating city garbage pick-up routes.
